Why is a Gun Law Hidden inside a Credit Card Legislation?

hi guys I have a question here for you today this is HR 627 credit card Act of 2009 here and it's by representative Maloney Carol B now I'm going to click here on 63 actually 62 and 63 I probably need to go back up ok right there there's an amendment by 62 and 63 from senator tom coburn republican of oklahoma amendment 106 8 106 7 to protect innocent americans from violent crime in national parks and refuge to protect innocent americans from violent crime in national parks and refuge now why do you need to hide a gun act amendment inside of a credit card act that's what I'm curious about why do you need to hide a gun amendment inside of a credit card Act so if how is that being transparent with the American people that's not being very transparent so yeah let's recap here um whoops that's the wrong one I got to go to the next one does 63 to protect innocent Americans from violent crimes in national parks and refuges and so there's two of them there's two two amendments and so Senator Tom Coburn how is that well how is that related to credit cards that doesn't make any sense and so oh yeah it's not very transparent either but let me know what you guys think thanks as you see
